Great question. It is easier to boat-tow (surface tow). The glider will naturally seek a trim pitch, leaving the pilot (student) to focus on roll control instead of both pitch and roll, as in aero-tow.
You may want to contact Gregg Ludwig with LakeshoreHG in Houston, TX. He provides boat-tow instruction with a focus on training new pilots.
Alternatively AwesomeFlights HG and Paradise HG, both in FL, offer boat-tow hang gliding.
