for me... sv_noclipduringpause+noclip= I can look around... but not move. And while PAUSED and i hit noclip, it doest show me moving, but when i un-pause it, it moves me where I moved when paused... To dumb it down, When I try to do it, It wont work.

but i dont see why any one needs to ask well if you dont know it is sv_cheats 0

You have to enable it from the Advanced Options menu first.

That doesn't freeze time. That makes it so that enemies won't move. Things like trains moving, scripted events, and overall physics still occur.
