By "having a persona of the same arcana" you mean simply having it or actually having it equiped? Like... If you have Orobas but have equiped Izanagi, would that still work?

Let me help. There's a reason the correct answer is "by the riverside."
In order for a civilization to flourish, it has to have ready access to food and water as its starting point. But if you don't have the technology to mass-produce food, then you need either hunting-and-gathering skills or agriculture, both of which require a water source: animals need water to drink if you want to hunt them, and you need water to grow your crops.
None of the ancient civilizations could mass-produce food.

No, mine's an ELEMENT. A lot of TVs today have a very similar format.
