the hay wouldnt offer any protection from gamma or heat but alpha and beta would be stopped. better than nothing i guess... me i would have metal with soil or sand to cover the windows up but hey they didnt know that much back then.
i just wish they had something similar to civil defense nowadays ...we need people to be prepared.
