I think I have heard her say you would just use one or the other, however I think you could use both, if you wanted to make a certain color.

i had no idea you could use all those things as bases!! i just have one jumbo eye pencil. lol but, i get the difference now. but my question is do you have to use both a base AND a primer, or is it just a one or the other type of deal??
