Pleasure Island never scared me as a kid, Pinocchio and Geppeto inside the Whale scared me!

The pink elephants scene is used as filler because the film would be too short without it. Plus the budget for Dumbo was suppose to be low, and animating the pink elephants was probably the cheaper option. (the animation in that scene does look simple and low cost)
