Those 'light flashes' aren't light flashes. Something, probably a person somewhere or a building, is stretching out and smearing across the screen. As I understand 3D stuff, a polygon (part) of something is extruding (smearing, moving, rotating and relocating) all across the screen. There are 3 main causes:
Scratched/dirty disc
Actual game glitch or programming error
Overheated console/computer
