yeah its scrambled and hard to make out, but for you sceptics, think about the fact that its scrolling through all of the possible frequencies. Now listen to some of the chunks of the voices. Some of them stay in the same tone even though its scrolling through other radio stations.

It just sounds like you are changing radio channels quickly. Then thinking the random sound that make is people talking to you. It could just be random sounds.
