you can also use free transform which is under edit also to change size
make sure you marquee tool first to select the image
then go do to free transform
scale --->
and then a rectangle with circles should come up
and you can freely move it to ur size

@gofshell yes there is :D.. open up a new document
open up an 2 images . use the marquee tool to select your first photo
make sure its select all the way around the image
then go too edit panel - then click copy
go to document page
under edit on that page click paste! you got it :3
