    Not really. Chilean army used the successor of the chassepot, the Grass with a metallic cartridge.

    No they dont because modern rounds also use black powder or derivatives, and some use black powder substitutes. The sound is related to the location, weather, and the innards of the rifle. Chassepot rifles use a type of paper cartridge which is very much like the way a modern round is constructed. Chassepot set the standard for all modern rifles.
