Rep. Chris Smith (R-NJ) held a press conference on Thursday, July 16 at 10:30 a.m., to unveil the International Child Abduction Prevention Act of 2009 in front of the U.S. Capitol Building, with a group of Members of Congress who have co-sponsored the bill. David Goldman, the father of kidnapped American child Sean Goldman being held in Brazil, as well as other left-behind parents were also in attendance.
The bill would create an Office of International Child Abductions, and create the position of Ambassador-at-Large for International Child Abductions. The legislation sets sanctions for nations who are in violation of the Hague Convention on the Civil Aspects of International Child Abduction, and would require the new office to assist left-behind-parents, even if the foreign countries involved are not signatories of the Hague Convention treaty.
