It provides resistance against certain movements of the wrist, and the faster you move, the more resistance there is. It's a gyroscope. You can see it all on their website.

Does the signature series powerball spin or torque out any different than the other 250HZ models. I read that it may be a little higher than the rest. Any truth to this?

It's the same as any other neon powerballs when it comes to speed of the rotor. The difference is in the durability: the neon balls is not as good as clean 250Hz without any neons (red, green, blue, signature). That's why we all use the 250Hz (classic no neons) for training and records. And the neon for fun.
