When he says new world order, I don't think he means it in the same way you do. It's more akin to the sense of creating a new political map after the end of a defining conflict, such as after WW2, after WW1, after the Napoleonic wars and, as is the case in this clip, after the cold war. New world orders will come and go, sometimes for the better and sometimes for the worse, but if we were to never have change, we would only be left with stagnation. Hope that helps.
