People who live in "free countries" such as America, Britain etc, do not realize that their inherent rights do not actually exist absolutely regardless of the government. Without the government, the individual has no rights, therefore human rights are a privilege taken for granted. This illusive privilege can easily be suspended or modified by the government, at any time anywhere. In fact, it is only right for a government to exercise control over its people to maintain stability.
you see, you don't actually care about human rights (as your user name implied), you simply want to break apart a country (in this case China). If you hate China, just say it, don't do it under the cover of "human rights", "suffering of Tibetans". I know it's difficult to admit being a racist, but being who you're is more respectable than being a hypocrite.
The passport was issued by the Kashag (Cabinet of Tibet), Lhasa. The date coincides with October 10, 1947. The passport bears official stamps of recognition by countries like India, United Kingdom, United States, Italy, Switzerland and France.
So all the countries on the passport recognised Tibet as a COUNTRY.

corruption, communism, China are three different unrelated issues/concepts.
Communism is NOT equal to corruption. Do you know India, a democracy has worse corruption problem than China? (read perception of corruption index)
China, as defined by international consensus, the People's Republic of China, a sovereign political body.
