Okay so basically, Jacob numbered all of the people he thought could be candidates for his job, then crossed them out. The ones that are left are 4 8 15 16 23 and 42. (but John is getting crossed out). Basically when Jacob met with them, the moment after he touched them the choices they made were a result of him interfering with their lives, as a result they ended up on flight 815 and crashed on the island. Also we don't know that Locke is bad and Jacob is good, Jacob could be the bad guy.

I would say that Jacob is the good guy - well maybe not good (because he's finding someone to be bound to the island) but better that the black shirt dude aka Locke. Jacob hasn't killed anyone unlike Locke as the smoke monster. Jacob saved the real Locke when he fell out of the building & Sayid in the temple.
