The dash is designed not to blow off. It has been cut on the back side to allow it to tear in a controlled manner when the airbag deploys. Now if you have a habit of holding something in your mouth, or drinking out of a coffee mug. That would probably do some damage. But it's not very likely that that would kill you.

The issue you have with your vehicle is that it's poorly maintained.  The criminal aspects come in when you drive it on the public road. It is a criminal offence to drive an unwarrantable vehicle on the road.
