Yes, believe it or not, the farmers (government) are now selling the cattle's public land and facilities off to private use whenever they see fit. It is all about money for the farmers any way they can get it an pad their pensions. Even though the land doesn't belong to public employees, they are more than willing to sell use of public land to make money for their pensions.
