Yup. The only type of lcd that has a relaxed state of black is S-PVA and other VA based ones. IPS and TN both have white as their relaxed state and use more energy when displaying black.
TFT-TN LCD panels uses more energy to display a black screen than to display a white one! And CRTs are becoming less and less used in the whole world so this idea of using black backgrounds will become useless. It is already useless for LCDs.

FYI: Independent studies suggest that Blackle doesn't save energy on most LCD monitors (75% of the market share). The Roberson study Blackle sites in its About page used mostly CRT monitors even though they are largely outdated.

only use it if you have an old CRT monitor(big bulky tv-looking thing), dont use if you have an LCD monitor because it will actually use more energy
