I've heard it a lot before. I want to know what this sound effect is called.

eugene tooms = one of the creepiest characters ever. x-files had many faces. it's horror face is embodied by tooms.

The string effect can be found in the Prosonus Orchestral Collection. Snow uses a lot of other effects not in that collection which is quite old now, but certainly this is there! :) Also has the same Pizzicato sound he has. ... you probably dont really care about that. :) So... its described as a cluster plucking effect.
