The Welsh Guards do not maintain a pipe band because they have no historical connections to do so.
Instead, they have a regular Corps of Drums.

More commonly and simply known as, "St. Patrick's Day March."
This is definitely not the Changing of the Guard. The soldiers you see marching from left to right aren't even carrying their SA80s.

You were far luckier than had you found the changing of the guard. This only happens once a year, and the Queen comes.

Thanks, now I know what was actually happening. I was one of those typical tourists saying, "Cool, I don't know what this is, but it looks important so I'd better take pictures." :-)

Actually, now that I look at the date, this must have been something else, unless this happened to have been in May 2005 or November of a year coming before that.

According to my computer, this video was taken in March 17, 2006. I didn't see the queen, but it looked like all of Parliament was marching by, and everyone said the lady in the green coat was Princess Anne, and there were other important-looking people around her. After this parade was over, I went over to Buckingham Palace where another parade seemed to be just ending, coming out the front gate. But the other parade was just a brass band, no bagpipes, so I liked this first one better.
