Pittsburgh, Pennsylvania mayor Luke Ravenstahl proposed a 1 % tax on higher education tuition in order to raise 15 million dollars for the city's ailing pension fund.
Students attending colleges and universities would have to pay between 27 and 400 dollars per year despite many already paying state taxes.
Students have been critical of the proposed tax, arguing that it unfairly burdens them who have to struggle to make ends meet on a day to day basis.
