It's either represents the situation of Mass Effect, or a general statement on society; If it's for the game, then its about the Alliance races spend so much time worrying and fighting amongst each other (crabs fighting crabs) when they fail to see the real threat that looms over them, the reapers / collectors (seagulls). As social commentary, it speaks of how our efforts are spent on petty squabbles in politics / religions / economics, instead of in the health of the planet. etc
