Col. Bob McCarthy, U.S. Army there are a lot of guys who may have kept fighting simply because they didn't have an out. They say I'm going to keep getting hunted because of what I have already done. This is an out and I can go back to living a normal life.It is as simple as it sounds.Men and women who come forward won't be arrested as long as their only offense is attacking coalition troops.SOT McCarthyThey sign a document the first day they come in, and it is a document where they declare their loyalty to the Iraqi constitution. And they declare they will no longer engage in armed conflict with coalition forces.
