The Microsoft Management Console (MMC) is a tool that has been around since Windows 2000. It's a way to create custom applets for various aspects for managing your computers. It may be be used locally or remotely. The nice thing is that if you use a control center applet frequently, you can use the MMC to create a quick launch icon on your desktop for it.
