She's making it a bit harder than it needs to be. I simply take fresh Tree peony seeds and plant them in the garden bed at least 3 inches apart and 2 inches deep, and and given that it is spring, or summer, they should generate roots in the fall and produce their first leaves the following spring. Some of them may take another year as they stay dormant for longer.
