He was speaking arabic. Israeli-Arabs (those who live in the parts of Israel occupied in 1948) speak Hebrew and Arabic. Many who live in East Jerusalem (occupied in 1967) speak Hebrew, but not as good as the Israeli-Arabs. Those who live in the West Bank usually do not speak Hebrew, with exceptions of course. Some Israeli police and army Units learn arabic for interrogation purposes. There are also such thing as arab Jews who speak arab as a native language, and then some arabs get paid off
