The county filed a complaint and petition for an injunction in Lackawanna County Court against Moosic-based Correctional Care Inc. for withholding the prison pharmacy contract. The county also wants financial documentation to support invoices for medical services Correctional Care has submitted to the county for reimbursement.

The suit was filed, in part, because the county has been mandated by the state Office of Open Records to turn over the pharmacy contract as part of a public records request made by Joseph Rogan, Ed.D., president of the local Pax Christi chapter, a Catholic nonprofit human rights advocacy group. Pax Christi wants the contract so it can determine who supplies the medications and how they are delivered.

Correctional Care has refused to release its pharmacy contract, or even to name the vendor that provides the medicine.

"When we surveyed inmates, we found quite a few had indicated that they didn't feel they were getting the medications they needed," Mr. Rogan said. "Some (inmates) were skeptical about where the medications were coming from."

Federal prosecutors intend to seek indictments next month against Lackawanna County Commissioner A.J. Munchak and former Commissioner Bob Cordaro from a federal grand jury investigating public corruption, according to a letter from the U.S. Attorney's Office.
