@zekest he wants to go free? well what if the owner doesn't want to risk it going to far and drowning?! and the rope is called a leash. and it twists around him because he spins. At least the person holding the leash unwinds the rope. This video is adorable and i'm sure that it's only for entertainment. Not to show people "torturing" a small dog.
