i can tell you...You can find a crop-a-dile tool cheap on Ebay for $19 Free Shipping, sometimes $15 dollars. or you can buy crop-a-dile tool with case and eylets for about $36 on Ebay. Seperate Crop-a-dile cases are around $10...
If not Ebay, you can find it at your local craftstores like Michael's craft store, Joann fabrics, AcMoore etc. Eyelets too.

If you want to use the tool for tougher surfaces such as chipboard, wood, etc., I would definitely go with the Crop-A-Dile. The Crop-A-Dile 2 or the Big Bite is the most versatile. However, if you intend to punch only card stock or scrapbook paper, then I'd go with the Silent Setter.
