The "intercept.xls" spreadsheet from our Navigation Spreadsheets suite:

is used to plot a celestial line of position (LOP) according to the intercept method of Marcq St. Hilaire. In addition to intercept and azimuth this spreadsheet also calculates additional LOP properties with which the same LOP can be plotted in an alternative way. One of those extra options is demonstrated in the second half of this video.
There is more than one or even two ways of doing this. For example, after marking 30nm north of the center of the compass rose, one can also mark the 9nm west from it a draw a line through those two points - no angles or "parallel transport" needed.
