2pac was a super star but on the real no one was talking about him as GOAT when he was alive. Nas was the MC that Hip-Hop heads raved about. Biggie also had that respect. East coast Rap was always about lyricism over beats. Although 2pac was is as a lyricist, and the Makaveli album showed him at his most lyrical. He was getting better. The difference is Nas was a lyrical genius before he even released his first album. Everyone in the know was waiting for him to drop the masterpiece, 'llmatic'.
