Half the garden is empty and blocked out to the public now. I remember that still in 2003, when I first visited there, nearly the entire garden was open to the public, but there weren't the fountains.

the opposite! still today they need 35 gardeners to keep the standard of all those gardens you find there, employment for the public...And for visitors it's a great day you can pass there. Did you? I did, and it was awesome!
