The 2nd bi-annual International Piccolo Symposium (IPS) held June 11-14, 2009 at the University of Nebraska at Omaha. Artist-Teachers included Jean-Louis Beaumadier (France), Lois Herbine (USA), and Host-Teacher Christine Beard (USA). With special sessions and performances by Nan Raphael, Kate Prestia-Schaub and Stephanie Kocher.

That's a good question! From what I can gather from the liner notes of a CD which includes this work:
"These four works, written between 1979 and 1990, are all eloquent examples of Allan Stephenson's craftsmanship and gift for good tunes...The Piccolo Concertino is the oldest of these pieces (and the oldest recording; it was once available on vinyl, and a rare early-morning broadcast of it by the BBC was my introduction to the composer)..."
So I gather it was probably composed in 1979.
