Sounds like fishy politics. I'm not sure how they determine job creation or a number of other things. Sounds like, if you're "connected" you are awarded tax payer money by people who have no stake in the game. As long as you donate some of that back into someones political coffers they'll keep stealing for you... Just my opinion because NOTHING out there explains how this actually works in plain english. Nor do they explain how it actually pays for itself...
