It's not so surprising. The political Left routinely distort the language to achieve their statist ends. Collectivist oppression is "freedom"; crippling taxation is "building prosperity"; persecuting & prosecuting dissent is "free speech" or "fighting intolerance". Don't forget that National Socialism posted a sign over the entrance to Auschwitz concentration camp bearing the words, "Work brings Freedom".

It is usual to subsidize behaviour you want, and to penalize behaviour you don't want. When you subsidize something, you tend to get more of it.
Here, we are subsidizing unemployment. Makes perfect sense, if you want more unemployment.
Which the Democrats really don't, so the only logical conclusion is, they are collectively stupid.
