This is just a band-aid solution to providing security. Terrorists will find other ways to conceal explosives (who knows if they will hide the explosives in their throat next). If the USA is serious about preventing bombs and crimes, then how about banning firearms and explosives so that way no one can commit explosions or shootings.

The problem with their eliminating paper transfers just yet is that they have not completed their conversion to SmarTrip. Presently, no paper transfers leaves people using rail passes out in the cold, since those passes are not yet compatible with SmarTrip. Fix that, and then we can discuss eliminating paper transfers.
