This is the end title, followed by the panel leader, from the last reel of Charles Chaplin's THE GREAT DICTATOR (1940). 'Panels' (and the dialog that sometimes accompany them) are never meant to be seen by the audience. The voice is probably just a sound technician - but could it possibly be Chaplin himself? (who liked to supervise everything.) You be the judge.
