I tried the circuit, and it works very well. Not having the precision-value 499K resistors, I used 470K +/5% carbon film types which were fine. In the video, it appears that the time-constant for the LED on the left is different than the others.

Looks like he's corrected it. The schematic is now dated 12 July 2007, and all of the sections have a 499k resistor connected between the gate of that section and the drain of the previous section.

In your schematic, doesn't Q1 require some sort of DC gate bias? Perhaps you mistakenly show the right side of R14 connected to the drain of Q1, instead of the gate of Q1.

The frequency is really that low. The R and C determine the frequency. You can make it into a flasher.
