Laxus lost vast amounts of power twice, using Fairy Law must have taken huge amounts of his energy, then his final lightning attack was diverted to Gajeel instead of Natsu, leaving him with a massive loss of strength, also as Eligor said, the fundamental aspect of Natsu's power is "Flames of Emotion", the more pissed off or serious he gets, the more powerful his fire magic becomes. If Laxus also follows this rule being a quasi-dragon slayer, his wavering resolve meant his power lessened.
