Herman Badillo and ASPIRA helped paved the way to establish a bilingual education system in the 1970s. Thirty years later, the program continues to get criticism. Recent statistics show English Language Learners (ELLs) are behind their peers academically. Many opponents argue English immersion programs are the only effective education methods for those learning English.

  • So explain to me how non bilingual students are behind English only students when Latinos still have a higher dropout rate.
