George HW Bush once said that going into Baghdad and eliminating Saddam Hussein's government back in 1991 would be a disaster. It would cause huge instability and would get U.S. forces bogged down in taking over Iraq for many years getting caught in the middle of the civil war between religions factions in Iraq. It would be very hard for outside forces to control them.
