Neck: the part of a person or an animal that connects the head with the body.
Throat: (1) : the part of the neck in front of the spinal column (2) : the passage through the neck to the stomach and lungs.

If people are worried about it steaming up, it won't. As long as your breath is going against the outside, not the inside, they won't steam significantly, as your breath will be warming the goggles up rather than condensing on the cold plastic. A little bit of physics go a long way!
