The beam expander is an optics designed to be used with lasers to control beam properties such as divergence, length and focus point.
This video explains how the beam expander works and gives several examples of the beam expander in action using the Spartan GW 200mW laser.

Does Hulk Ultra 400mw fit the expander?
Would it be a better deal to get Hulk Ultra Series 350mW Green Handheld Laser instead of 400mw, the only diffenerce is 50mw, but the prices are to differ 600US$

No, the Hulk Ultra does not fit the beam expander.
Normally I'd recommend you buy the 350mW model not the 400nm model.

What is the maximum distance for burning with a 95mW Viper green laser with the Beem Expander?

Very hard to say. From customer feed back, the burning distance is at least doubled.
There is a video in this channel of a 75mW Viper and beam expander popping a balloon at 15 feet.
