that's a very big simplification
it happens that governments are not the only institutions that control us, corporations are not neutral institutions, they are in fact part of the power structure. if the government is the enemy, it is not the only enemy.
There's tons of control out there, cultural, intellectual, social, religious, economic etc.
and the biggest limitation on freedom today is technology, it allows for control without consent like wiretapping

The recession people are speaking of is the buying power of the people. When new movie comes out, if there was a recession they wouldn't my millions the first week it's out. People wouldn't stand in a line for a week to buy the new i-phones, ect...
People sit on their money when there is a recession. Even people that have money don't buy nothing.
