It's interesting to see this start off as an Alpha Centauri wonder and end up as a Civ IV wonder. I suppose the concept has become a bit more realistic since 1998

Actually, we kind of can. Contrary to whatever misinformation you may have received, NASA is not shutting down. They're only stopping manned flights.

this will be constructed within the next 5 or so decades IMO, Its the next step in space transportation, Its the only method of moving something into space without the use of a vast amount of fuel and resources.
It's theoretically possible, and most definitely viable, the largest problem would be most likely getting the counterweight/station in orbit in the first place, since its such a huge object.
