the fact is there are too many subscribers to the HARO list compared to how many queries there are. Spending a long time crafting emails for HARO reporters simply doesn't provide a good use of time for most. Too bad it used to be an awesome service but the cat is out of the bag.
I don't get discouraged, however your point about volume of responses is well taken. Queries have grown arithmetically, but sources have grown geometrically.
Plus I have a sense that higher profile media have started to shy away from HARO to prevent being inundated by responses.
