I think I get it. Since you have a water bomb and the iron boots are off, the game thinks you are out of the water. And when you are out of the water (or at least the game thinks you are), the cutscene triggers. Am i right?

The cutscene for getting ooccoo back freezes the bomb. The bomb still detonates afterwards.
