Look at the rest of the chairs. They are not moving. Its usually windiest up top. Now if that was scary, try being on a chair that is being blown around like that or being on a chair when a tree snaps and hits the cable. The lift line becomes one giant sling shot. You better hope you land back on the chair. Safety bars people!

It has been closed in a couple of minutes after my video. Everybody had to get off the chairlift first.

jk,,, it would SUCK to be in the chairlift when that was happening... you would fall out... How fast was the wind blowing (in MPH)

I think the first reason was the chair was empty and hence very light against the wind. Another reason could be the wind was stronger at this point of the mountain.
In physics we call such an effect the resonance.
You don't see it in my video but after a few minutes all the system was moved forward for about 2 meters and stopped again just to bring the empty chair on the wheels. Thus, the empty chair was stabilized.
