Get help to the addicts (on a more street level) better funding for city cops/law enforcement as a general/whole, fight the war on drugs ina public health standpoint (more funding their too), and fight the cartels, the distributors (wholesalers, get them...get the wolf, no need to catch the sheep), and get the kids educated, and with OPTIONS by early middle school (better funding also for the public school system) and maybe just maybe...this thing IS winnable...

To end...it sounds cheesy I know but there HAS to be a change...otherwise, we dont c hange, no results occur....except what has/is already happening steadily...Im glad the citys murder rate has declined from an all-time high in 1993 (367 murders that year) to below 200 in 2009...but the drug trade, overdose rate, STD % infected rate, and school system (the school-system and its failure of the inner city youth as a whole/and the whole leave no kid behind/social promotion is a gimmick in itself)

directly aimed at the drug trade, but there is possiblities, options we can change (as detailed in my previous texts) more funding for programs, more of a health department interest (to put it lightly), and better funding for city law enforcement - and reaching out to more people on the street, meanwhile cracking down on the murders, gunplay - and the violent aspect of the drug-crews and drug-wars (cause etahts really the only casulty, the addicts, and the bystanders caught in the middle.

in the health department refer to it as "the untouchable members of a certain society" IE those that are generally looked-over/over-looked (either or). Point is drugs, open-air drug markets, drug addiction (and what causes it) should be a mental health/health dept war - more funding should go into halfway homes, more medication, more needle wagons, more STD testing kits, more cheaper-intake for those who are serious about getting clean (radical as it may be) this / there has to be a change.

CAN be a non-violent illegal trade (for what its worth) you have the law enforcement doing their job (with limited funds, my family members who have 3+ decades EACH in the BPD (balt police dept for short) say a balt county investigator starts off at 70grand (with the proper experience) AND a state trooper (who nowadays primary job duty is Traffic related situations) and a county cop GETS a higher pay, even upon starting...whereas a city cop (who deserves it..and OBVIOUSLY has alot more to deal
