It sounded like he said "hold the train" but it was actually "unfreeze!" The director was yelling "freeze" and "unfreeze" to all the extras to control when they stopped and started walking. Most of the people you see are extras - see how they're standing still until the director yells "unfreeze!"? Pretty cool.
